Affordable Housing Programme


Phase 1 - 2016/17

For the financial year 2016/17 54 new affordable homes have been delivered:

Open market

35 homes purchased on the open market. 

These homes are owned and managed by the council to be let at social rent                                                                                                                                                                

Built with Welwyn Garden City Housing Association

The final 5 homes from a total of 17 homes built with Welwyn Garden City Housing Association on 6

former council garage sites. All let at affordable rents, they have been allocated to local people and residents  have moved in.                                        

Residential development at the Frythe Welwyn                                

The final 12 hand overs from the Section 106 residential development at the Frythe Welwyn. Managed by Affinity Sutton Housing Association

There have been limited completions on Section 106 sites with private developers but we expect handovers later this year and over the next 2/3 years. We are also using the allowed amounts of Right to Buy Receipts to fund new affordable homes.  


Phase 2 - 2017/18

Build with Welwyn Garden City Housing Association

Planning approval has been secured on a further 6 garage sites.  Welwyn Garden City Housing Association have been selected to deliver the new homes. Work has started at Hillcrest and Cowper road. Completion of all schemes is expect by 2018. Properties will be advertised via Choice based lettings.

Council Build

The appointed contractor is Mears New Homes, work has started and completions expected in December 2017 and February 2018. All properties will be owned and managed by the council and be for rent.

  • Hillcrest Hatfield - 7 x 2 bed houses affordable  rent

  • Great Gannet/Breakmead WGC - 5 x 3 bed houses affordable rent

  • 4 x 1 bed flats, including 1 x 2 bed fully adapted wheelchair unit

13 x 2 bed flats Shred ownership

A future 5 x 2 bed flats for rent and 4 x 2 bed flats for shared ownership are also being considered in a separate block on the development.              


This is part of a wider development scheme. We are in discussion with Metropolitan Housing Trust regarding marketing of shared ownership homes and how the other affordable homes will be let.

This is part of a wider development scheme, developed by Bellway.

Origin HA will responsible for managing the new homes and the properties will be advertised via choice based lettings 

Completion and hand overs expected from September 2017 to August 2018


Boadwater Road - WGC - former shredded Wheat site   

Currently there are:

11 x 1 bed flats for rent

12 x 2 bed flats for rent

8 x 3 bed duplex for rent

3 x 2 bed duplex for rent

1 x 3 bed duplex for rent 

A further 15 properties, a mix of 2 and 3 beds for shared ownership to be confirmed.


A planning application to deliver over 850 was approved by the council in March 2017

There are significant viability issues and the affordable housing is currently limited on a phased delivery approach. Further negotiations are to be held to assess if the number of affordable homes can be increased
