Changes to Council Tax benefits from April 2013

As part of the government's Welfare Reform, it is now the responsibility of local authorities to administer how council tax benefit ( now known as council tax reduction) is paid

The pdf icon Council Tax Reduction Scheme [1MB] for Welwyn Hatfield Borough Council is now available.

The amount provided to local authorities for the new system will be 10% less than current spending on council tax benefit. ( now known as council tax reduction) .  Welwyn Hatfield Borough Council will have to determine how that 10% reduction in expenditure on the current council tax benefit bill will be achieved.

The Council has devised a scheme of Council Tax Support (CTS) . People of pensionable age are exempt from the changes to Council Tax Support.

There are also some other groups who will be protected against the changes:

  • Taxpayers with responsibility for a child under 5 years of age, for whom they receive Child Benefit
  • A taxpayer who receives one of the following disability benefits:
    • Disabled Living Allowance Care and Mobility component at any rate.
    • Personal Independence Payment.
    • Claimants in receipt of the Support Component of Employment Support Allowance.
