Strategic Housing Land Availability Assessment: Phase 1 (Review)

The Welwyn Hatfield Strategic Housing Land Availability Assessment (SHLAA): Phase 1 - Urban Capacity is a technical assessment of urban sites with potential for housing.

In October 2009, a Strategic Housing Land Availability Assessment (SHLAA) Phase 1 - Urban Capacity was published by the council. This assessed potential sites for housing development within settlements that are excluded from the Green Belt. The assessment considered the suitability, availability and achievability of sites for housing development and quantified their potential housing capacity. 

A review was undertaken in 2013 in order to reassess the findings of the SHLAA and, where necessary, update the information it contained. The relevant documents can be downloaded below.

Due to this review relating specifically to urban capacity, sites outside of settlement boundaries are not considered in this SHLAA Phase 1 (Review). They have been considered in detail in SHLAA Phase 2 - Sites Outside Urban Areas (October 2012). The Council considers that it is justified to include the potential of windfall development in meeting future housing need. This potential has been considered in SHLAA Phase 3 - Determining the Potential for Housing Windfall (October 2012). Links to Phases 2 and 3 are available on the right hand side of this page.
