Handside

The Handside ward is part of our current parking review work programme. Consultation has started with residents and businesses on proposals to address parking issues which have been reported historically or through responses to the parking questionnaire, which was conducted in 2015.

A parking study was conducted in July 2015. The study captured the following information:

  • Number of parked vehicles
  • Location of parked vehicles
  • Length of time parked 
  • Possible areas for additional parking

This information is currently been analysed and a report will be produced providing an overview of the data captured, and depicting each road and the parking pressures at different times of the day.

Consultation

In addition to the study, over 3000 parking questionnaires were delivered to all Handside residents and businesses in September 2015. This provided an opportunity to report any parking related issues they were experiencing in their roads. We received over 1200 completed questionnaires and are currently collating and analysing the information captured in both the parking study and the completed questionnaires. The main issues reported were high percentage of non-residents parking congestion impacting on available spaces for residents and their visitors and parking taking place on the verge and footway obstructing pedestrians and causing damage.

Next steps

A 'next steps' report was presented to the Cabinet Housing and Planning Panel on 17th March 2016, recommending that Handside be divided into three separate areas for consultation.

Work Programme

Handside residents will be consulted in the following order:

Area 1a - Longcroft Lane and surrounding roads (east of Parkway).
A full consultation was conducted in 2016/17 after which a Resident Parking Permit Scheme and Verge Protection Orders were introduced in March 2017.

Area 1b - Parkway (The Campus to the junction of Stanborough Road) - This has now reached the statutory stage of the consultation - Officer recommendations will be presented to a future meeting of the Cabinet Planning and Parking Panel

Area 2 - North of Barleycroft Road and Applecroft Road - Consultation will begin with residents and businesses in April 2018

Area 3 - The remaining roads in the ward - Consultation will begin with residents and businesses in April 2018

nb - Welwyn Garden City Town Centre is subject of its own investigation which will commence this year.

This letter is being sent to any roads in the consultation area with a low response to the initial consultation letter of  April 2018.  We would like to encourage everyone to complete the survey form. The more information we receive the easier it will be to implement suitable parking restrictions.

Closing date for objections is the 23rd November 2016.

The design/initial consultation with residents and businesses was carried out between June and September 2016.
Different options were circulated and the majority response from residents in most roads opted for changing the existing single yellow line to a resident parking permit scheme. Operating Monday-Saturday, 9am - 5pm.

Welwyn Garden City Town Centre

There are a few parking issues which need to be addressed during this project. The scope of the project has changed slightly, now that Herts County Council are looking at improving the road network within the town centre with the view of balancing the needs for pedestrians and vehicles.

Welwyn Hatfield are making some smaller changes to improve the loading facilities for the businesses, as well as restricting access to vehicles on the pavement and green areas within the town centre.
