Local Plan Examination

Our Local Plan was submitted for examination on 15 May 2017 and Melvyn Middleton BA(Econ) DipTP DipMgmt MRTPI has been appointed by the Secretary of State to carry out an independent examination of our Local Plan (2013-2032). His task will be to consider the soundness of our submitted plan, based on the criteria set out in paragraph 182 of the (2012) National Planning Policy Framework (the Framework).

Our plan should be:

  • Positively prepared: it should be based on a strategy that looks at meeting objectively assessed development and infrastructure requirements. This includes; where reasonable to do so; those unmet by our neighbours. It should also be consistent with achieving sustainable development

  • Justified: it should be the most appropriate strategy, when considered against reasonable alternatives, based on proportionate evidence

  • Effective: it should be deliverable and based on effective joint working with partners and neighbours; and

  • Consistent with national policy: it should enable the delivery of sustainable development set out by national policy

Stage 1 Hearing Sessions

Stage 1 of the hearing sessions were held on Thursday 21 September and  Friday 22 September 2017.

Stage 2 Hearing Sessions

Stage 2 of the hearing sessions took place in the Council Chamber and were held on  Tuesday 24 October, Wednesday 25 October and Thursday 26 October 2017.

Joint Session - Birchall Garden Suburb

The hearing session to discuss the proposed allocation to the East of Welwyn Garden City, known as Birchall Garden Suburb, took place on Tuesday 30 January, 2018.  

This was a joint session involving both Welwyn Hatfield Borough Council and East Hertfordshire District Council as the allocation crosses the common boundary.  The hearing session formed part of the examination into the soundness of both the Welwyn Hatfield Local Plan and the East  Hertfordshire District Plan. 

Stage 3 Hearing Sessions

Stage 3 of the hearing sessions were held in the Council Chamber on Tuesday 20 February, Wednesday 21 February and Thursday 22 February 2018.  

Stage 4 Hearing Sessions

Stage 4 of the hearing sessions took place in the Council Chamber on Tuesday 26 June, Wednesday 27 June, Thursday 28 June and Friday 29 June 2018.

Stage 5 Hearing Sessions

Stage 5 of the hearing sessions took place in the Council Chamber at the Welwyn Hatfield Council offices on Tuesday 6 November and Wednesday 7 November 2018.

The hearing sessions examined the Green Belt Study Stage 3 (EX88) and did not include discussion of individual site allocations. Additional hearing sessions for site allocations will be arranged later in the examination.

Stage 6 Hearing Sessions

The Stage 6 hearing sessions which were provisionally set for early December 2018 will not be taking place.  When provisional dates for the Stage 6 hearing sessions are available details will be posted here.

   

 

Programme Officer

Louise St John Howe has been appointed as the Programme Officer.

She is an independent officer of the examination and works on the inspectors behalf, organising and managing the administrative and procedural matters of the examination process.
