This is a discretionary grant scheme to support those businesses which have had less direct financial support from national schemes.

We have reopened our discretionary grant scheme to support those businesses which have had less direct financial support from national schemes, so are offering support to the businesses who weren't eligible for both the 100% rates relief from the COVID-19 rate relief and mandatory grant schemes. 

Criteria for receiving Additional Restrictions Grant

This guidance sets out the criteria which Welwyn Hatfield Borough Council will consider when managing the Additional Restrictions Grant Scheme.

Our priority is to support those businesses which have had less direct financial support from national schemes, so are offering support to the businesses who weren't eligible for both the 100% rates relief from the COVID-19 rate relief and mandatory grant schemes.  Each business that believes they meet the criteria for a discretionary grant will have to make an online application and provide all the required evidence.

The Council has been given a limited amount of funding for this scheme and it is expected that there will be a large number of applications. It is for this reason the final awards will depend upon the number of businesses applying for grants, however eligible businesses will receive a minimum of £500. The total value of grants paid will be limited to the amount received from central government.

Applications will not be considered on a first come first served application process. 

With the extension to the existing lockdown, further payments will be made to those businesses that have already received an Additional Restrictions Grant from us. The value and criteria used for these payments are shown below. The payment cycle of these payments is based on the existing Government mandatory grant scheme which is 44 days qualifying restrictions period.

Should there be any further payments, these are likely to be every 14 days or pro rata based on the length of any additional restriction periods.

As part of accessing any applications we will take into account any funding that has been received in other business grant schemes.

Who is eligible for the Additional Restrictions Grant

  • Closed businesses that are not on the local rating list.
  • Businesses that are not rated and do not have any overheads but can demonstrate loss of earnings.
  • A business which has not been forced to close but relies on the sale (or hire) of goods and services to individuals, or to businesses which have ceased to trade due to the effects of COVID-19. 

Who isn't eligible for the Additional Restrictions Grant

  • Businesses that are in administration, are insolvent or where a striking-off notice has been made are not eligible for funding under this scheme.
  • Businesses that have reached the state aid limit. The national business support grant counts towards state aid. Payments count towards the total de minimis state aid allowed over a three-year period (€200,000). If you have reached that threshold, you may still be eligible for funding under the COVID-19 Temporary Framework where the limit is €800,000.
