Howlands North

A consultation for parking in Howlands North began in February 2024.

The area will only cover the northern section of the Ward including:

  • Blackthorn Road
  • Linces Way
  • Wheatley Road

As part of the process consideration is given to double yellow lines on junctions to improve junction vision underpinning the Highway Code, as well as verge and footway prohibition to improve the streetscene and access for pedestrians.

 

Online survey

The survey was open until Sunday 7 April. We received less than 25% response rate from the area, so we will be sending a reminder letter to households who did not respond. The survey reopened between 26 July and 23 August 2024 due to a low response rate, and the data is published on the following page.

 

Feedback Stage

We are sending a letter to all households within the consultation area addressed to the Occupier.

The survey overall had 507 responses from a total of 1279 properties (39.6%). We have a policy to progress to this feedback stage when it has passed 25% response rate. The data provided to us highlighted roads where residents expressed a level of concern relating to parking issues including footway and verge parking. 

This is a feedback stage where initial ideas are set out, as to how potentially parking restrictions in your area could look like in the future. it is important to note, at this time no decisions have been made.

We strongly encourage you comment on the below before the closing date so that we can consider your view in relation to our parking restrictions ideas.

Double yellow lines

Will be considered for introduction at all junctions where not already in existence or where they may be required due to safety or access issues.

Verge and Footway Prohibition Order (VFPO)

We also suggest prohibiting parking on public verges and footways throughout the Howlands North area, where the carriageway is more than 4.5m wide, A VFPO also covers vehicle crossovers which form part of the public highway and where it is not owned by a property. Such restriction applies 24/7.

Although we received some requests for permits (12% of respondents) we are not looking to introduce any such measures in any location. We also cannot look to designate parking spaces to certain properties, parking is available on a first come first served basis where legal to park.

We received requests to restrict parking on a section of road in Kilworth Close (22-26), however, the carriageway is private land not public highway, so we cannot introduce parking restriction measures which falls under the powers of the land owner instead. We will look to propose to restrict the public footpath that runs adjacent to it. We would urge all residents and visitors in that location to consider parking within car parks to ensure access is kept available for emergency services and large vehicles.

Next steps 

All responses will be considered, and formal proposals will be drafted based on the feedback received. We will send a further letter if we reach that stage to advertise proposals to notify you of the opening of the 21‑day formal objection stage.
