Planning obligations
Community Infrastructure Levy (CIL)
Following examination in public, held by an independent Planning Inspector from Intelligent Plans and Examinations (IPE) Ltd, the Examiner found in their report of 15 January 2025 that the Welwyn Hatfield CIL provides an appropriate basis for the collection of the levy in the area and that the Council had provided sufficient evidence that showed the proposed rates would not threaten delivery of the Local Plan.
The CIL Charging Schedule will now need to be considered by the Council, who will make a decision on whether to adopt it. More details of Council meeting dates will be provided when available.
Welwyn Hatfield CIL Examination
The Welwyn Hatfield Community Infrastructure Levy (CIL) Draft Charging Schedule was submitted for examination on 24 October 2024.

In order for CIL to be introduced, following the consultation the proposed rates must be considered by an independent examiner.
The Council undertook consultation on a Draft Charging Schedule in January – February 2024 and as a result of representations received, three modifications are proposed and are being consulted upon from 2 August until 2 September 2024.
To view these proposed modifications and representations made on the schedule, please go to our consultation portal.
Representations made to the January – February 2024 consultation do not need to be resubmitted as all those received will be submitted to the independent examiner when the Council submits CIL for examination. However, the Council can also still accept representations from those who didn’t respond to the January – February consultation.
