Community Infrastructure Levy (CIL)

Welwyn Hatfield Borough Council consulted on a Community Infrastructure Levy (CIL) draft charging schedule. This is a locally set planning charge to raise contributions from new development towards the delivery of necessary supporting infrastructure. It is a fixed rate based on the size, type and viability of development and is non-negotiable.

Whilst the Council has consulted on CIL before, given changes to the national and local economy in recent years this consultation is based on up-to-date viability work.

How CIL works and is calculated is set out in the draft charging schedule which is underpinned by extensive viability work.

In order for CIL to be introduced, following the consultation the proposed rates must be considered by an independent examiner. Subject to the consultation, the Council is aiming to introduce CIL by the end of 2024.
