Environmental enforcement and Fixed Penalty Notices

We work with our partners District Enforcement to make our borough cleaner, safer and greener.

Our Corporate Enforcement Policy governs how we do this. It follows the Regulators' Code issued by the Department for Business Innovation and Skills.

We investigate enviro-crime and can fine or prosecute people who do this.

Fixed Penalty Notices (FPNs)

We may issue Fixed Penalty Notices for:

  • presenting rubbish and recycling bins too early, or contaminating recycling boxes/bins
  • graffiti and flyposting
  • business premises not disposing of their waste correctly
  • households not disposing of their waste properly in line with duty of care
  • dog fouling
  • fly-tipping (including leaving bags next to street litter bins or recycling banks)
  • littering (including cigarette ends, chewing gum, fast food, fast food packaging, leftover fruit, drinks containers and sweet wrappers)

Pay a District Enforement Fixed Penalty Notice

You have 14 days to pay a Fixed Penalty Notice.*

If you choose not to pay, we will start court proceedings. This could result in a fine of up to £5,000 for some offences and unlimited fines for others.

*If you cannot pay within 14 days, please contact District Enforcement who may be able to issue a payment extension. Payments by installment are not accepted.

 

Pay a Fixed Penalty Notice issued directly by Welwyn Hatfield Borough Council

Most Fixed Penalty Notices are now issued by District Enforcement and can be paid using the details above. If you have a notice issued directly by Welwyn Hatfield Borough Council you can pay this by emailing us at contact-whc@welhat.gov.uk or calling us on 01707 357 000 (quoting your FPN reference number and contact details). An officer will then contact you to discuss payment methods.

 

Business and trade waste enforcement

If you run a business, you have a legal responsibility for the safe disposal of your business waste. If we find you are not disposing of your waste correctly you could be fined.
