Appendix A – Roles and Responsibilities

 

Stakeholder

Responsibilities

Chief Executive

Accountable for the effectiveness of the council’s arrangements for responding to information requests.

 

Executive Director (Finance & Transformation)

 

(Section 151 Officer)

To ensure that the council has an adequately resourced and effective Information Governance Team.

 

To act as the Qualified Person in circumstances where a Qualified Person’s decision is required to cite an exemption.

 

Responsible for processing Subject Access Request appeals.   

Assistant Director (Legal and Governance)

 

(Monitoring Officer)

Statutory responsibility to ensure that the council fulfills its obligations under the Freedom of Information Act 2000 and Environmental Information Regulations 2004.

 

To act as the deputy Qualified Person.

Data Protection Officer

Statutory responsibility to ensure compliance with the Data Protection Act 2018 and General Data Protection Regulations UK, which includes overseeing the processing of Subject Access Requests.

Members

 

To comply with the Members Code of Conduct and related council policies and procedures.

 

To be aware of the Council’s obligations under the Freedom of Information Act 2000, Environmental Information Regulations 2004, and Data Protection Act 2018.

 

To forward any correspondence that may be considered as an information request to the Information Governance Team to review and process.
